I think a three milliliter syringe should work fine here. It looks like you forgot to include an empty sterile container for holding the stuff after filtering. Those filter units connect properly to syringes that have the locking mechanism, plus they also work with the ones that just slip on.

In my shopping list I have insulin needles for injections, a hundred alcohol wipes at seventy percent, three milliliter syringes with luer lock for mixing, a container for used needles, thirteen millimeter filters, and one thirty milliliter bottle of bacteriostatic water. Is this everything needed to begin or have I missed some items? Will those filters work with the three milliliter luer lock syringes?
